Philippe Bugalski, born in 1963 in Cusset, France, was a standout asphalt specialist who played a pivotal role in Citroën’s emergence as a WRC powerhouse. While not a full-time WRC contender during the 1990s, Bugalski stunned the rally world by winning events outright in a two-wheel-drive car—something unheard of in the era of AWD dominance. His technique and finesse on sealed surfaces earned him widespread respect and multiple factory drives. As Citroën prepared for a full WRC campaign, Bugalski served as both lead tarmac driver and development figure behind the Xsara Kit Car and WRC platforms.
